The City of Fond du Lac Police Department has released a 127-page report in response to a public records request from WHBL News, detailing the investigation commissioned by the city into now former Sheboygan City Attorney Charles โChuckโ Adams.
Adams stepped down from his position on March 19th, two days after the Common Council met as a Committee of the Whole to receive the report.
The investigation was launched on June 18, 2024, following a request by the Sheboygan Police Department for an external review of alleged misconduct involving city employees. On June 19, former Police Chief Christopher Domagalski, and District Attorney Joel Urmanski met with investigators from Fond du lac to discuss the matter and share preliminary information.
According to the report, investigators were informed of concerns that internal documents and emails belonging to City Administrator Casey Bradley and other employees may have been accessed by individuals lacking proper authority.
City Administrator Bradley first raised these concerns with the Cityโs IT Department after noticing some unusual activity in files he had stored online. Shortly thereafter, Micah Adams โ a city IT employee, and the son of Attorney Adams โ filed a complaint against Bradley. This was followed by the initiation of an investigation into Bradley by City Attorney Adams, who retained outside counsel in the form of Attorney Chad P. Wade of the Renning, Lewis & Lacy Law Firm, without notifying the Common Council in clear violation of city policy.
By City Ordinance (Sec.2 340) the City Administrator reports to the Common Council, not the City Attorney. As such, any investigation into the Administrator would require Council authorization.
The Fond du Lac Police Departmentโs report outlines findings related to email access, internal communications, and procedural conduct. Despite those findings, the City and Adams parted ways, with no actions publicly planned to be taken as a result of the investigation.
Tomorrow, WHBL will take a closer look into how all of the cityโs emails are searchable, and who/what was being targeted by Former City Attorney Charles Adams.
