The proposal to establish Tax Incremental Financing District 25 on the now-vacant site of the former Aurora Memorial Medical Center was approved by the Sheboygan Common Council on Monday night by a 9-1 vote.
A petition objecting to its establishment had gained 150 signatures, which Alder John Belanger argued is hardly a majority in objection as had been claimed by objectors to the TID’s establishment. Also countered during discussion were allegations of a lack of transparency.
Alder Heidemann proposed changing the number of single-family homes from 21 to 25, but City Administrator Bradley clarified that this is a plan only, establishing the boundaries, and that the number of homes could be adjusted during ongoing discussions. That being said, it was noted that the dimensions of the lot made it difficult to establish anything other than large lots.
As to the length of the TID, the City Administrator later agreed with Alder Dekker that the 27-year term of the TID is a maximum, and that the City has a history of retiring a TID early.
Alder Perella objected to TID 25 as written, but would approve if adjustments to the number of homes were given. She was the only vote against, with nine approving the establishment of TID 25.
