Charges have been filed by the Ozaukee County District Attorney’s Office in connection with the Memorial Day crash that took the lives of an Oostburg couple, and seriously injured both their daughter and the errant driver.
34-year-old Tong Ka Ying, also known as “Ace” Vue of Milwaukee, was formally charged with two felony counts of 1st-Degree Reckless Homicide, and one count of felony 1st Degree Reckless Injury in Ozaukee County Circuit Court on Friday.
Vue allegedly entered I-43’s northbound lanes at Belgium heading south, where the complaint alleges he was swerving and speeding, eliciting flashing lights and horn alerts from drivers encountering the wrong-way vehicle. One dash-cam account estimated his speed at 92 mph at the time the crash occurred near Ozaukee County Highway H, the most northerly of the I-43 Port Washington exits.
The crash took the lives of Jay and Nicole Horne of Oostburg, and seriously injured their 22-year-old daughter, Alissa, who is facing multiple surgeries that will require extensive rehabilitation. A GoFundMe page has been established to help defray funeral and medical expenses.

UPDATE: Vue was reported to still be hospitalized following the crash, even as charges were issued by the Ozaukee County DA, however the Sheriff reports that he had been released to his family without their notification. He was taken into custody on Monday afternoon.
